Value Regeneration of Industrial Heritages on Urban Waterfront and Creative Quarter:Case Studies of Albert Dock in Liverpool,United Kingdom and Minato Mirai 21 in Yokohama, Japan / 城市濱水工業遺產之價值再造與文化創意園區:英國利物浦阿爾伯特碼頭與日本橫濱港灣未來21區

碩士 / 國立中興大學 / 科技管理研究所 / 102 / Industrial heritages are the carrier of industrial civilization history, reflecting the development of indigenous society. Regeneration of industrial heritages is one of the approaches to urban regeneration. The shifts in land space utilization make the city’s functional structure begin to change. Through injecting novel culture and arts into the old industrial area, value regeneration of creative quarter has become a topic of international concern.
This paper aims to explore how to use the development of industrial heritages on urban waterfront and to achieve the value regeneration of creative quarter. Based on the literature review on the related theories of industrial heritage on urban waterfront and creative quarter, secondary data analysis and in-depth interviews were used to collect research data and information. Drawing upon the 5P model of creative quarter (i.e. Policy, Person, Process, Place, and Product), this paper explores the ways of transformation and innovation of industrial heritages on urban waterfront.
We conducted two in-depth case studies, including the case of Albert Dock in Liverpool, which is the birthplace of cultural creative industry in the United Kingdom, as well as the case of Minato Mirai 21 in Yokohama, Japan, which has the most developed cultural creative industry in Asia. After World War II, many waterfront industrial areas in these two countries had been severely damaged, resulting in the formation of industrial heritages on urban waterfront. In the history of industrial development, the most actives trading hub in a city is its waterfront area and we therefore conducted the analysis on these two cases.
Findings suggest that the two cases are a similar combination of city space and industrial heritage, but varied urban characteristics make distinctions between the two cities’ value regeneration. Albert Dock creative quarter used famous museums and art galleries to develop a tourist attraction with magnificent cultural atmosphere. In contrast, the Minato Mirai 21 focused on establishing a platform for commercial trade and international communication, becoming an international commerce center all day long. Results of the case analysis indicate that revitalizing industrial heritages on urban waterfront through developing creative quarter is conducive to value regeneration of the city. Political implications for the development of creative quarter are discussed.
