The Study of Strategic Environmental Assessment in Taiwan Offshore Wind Power / 台灣離岸風力發電政策環評推動策略之研究

碩士 / 國立成功大學 / 海洋科技與事務研究所 / 102 / Due to the Kyoto Protocol, many countries have interest the importance of renewable energy development. According to the viewpoint of sustainable development, offshore wind power is one of the successful emerging energy industries. Now in Taiwan, the urbanization and population density is too high to need more energy. Fortunately, Taiwan is located in monsoon zone and that could provide abundant wind resources to solve relative energy issue. Currently, the government has contributed to exploit offshore wind power; and requested developers to carry out an environmental impact assessment (EIA) for the mitigation of impacts on marine ecosystems. However, EIA has a limit to consider the cumulative impact and the reflection of policy precise. Thus, Compared to EIA, strategic environmental assessment (SEA) has a systematic process that takes into account and evaluates the effects of policies, plans, and programs on the environment, and it’s a tool that can facilitate sustainable development and improve decision-making by introducing environmental concern early in planning processes. Hence, this study collects the experience of developed offshore wind countries, and then tries to provide relational research and hierarchy planning for assisting a balance between offshore wind development, public and ecological conservation. Accordingly, this study finds the usage of SEA has a benefit to help government planning in early stages, and can help the cap and trade more accurate. Generally, it can be said SEA does not present a universal remedy for all problems of spatial planning in the marine area nor can replace the EIA at higher level. And through the higher hierarchy, government can concentrate to make all the processes going well.
