碩士 / 國立成功大學 / 海洋科技與事務研究所 / 102 / Oyster farming is one of the crucial coastal fisheries in Anping, Tainan; however, overlapping of the waters used by various sectors has resulted in challenges in coastal management. In particular, the spatial planning of a commercial harbor close to the traditional oyster farming area has resulted in competition between fishery and regional economics. A questionnaire survey was employed to generalize stakeholders’ views toward appropriate marine spatial planning and the future development of Anping. The results showed that government administrators, scholars, and oyster farmers consider exclusive fishing rights to be the priority in executing coastal management. Therefore, we suggest that re designing the marine spatial planning of commercial harbors to maintain fishing rights in the oyster farming area might resolve the conflict between fisheries and regional development. In addition, autonomous management of oyster farmers based on government policy is also required for the sustainable use of coastal waters.
