碩士 / 國防大學 / 戰略研究所 / 102 / China, as one of the five U.N. Security council members, has become a powerful country economically and politically by considering its recent development in comprehensive national power; however it is also the only one country without having any aircraft carrier. Therefore, China has started thinking the maritime policy by beefing up the defense capability along with the boosted economy since 1980 and looking forward to reach its maritime strategic goal by building up its aircraft carriers. This study believes China with the deployment of aircraft carriers is intended to maintain maritime security, ensure territorial maritime sovereignty/interests, and enhance its influence in the international affairs. However, it also focuses on the insurance of sovereignty and maritime interest, security of resource transportation, non-traditional threat, penetrating the regional containment of other powers, and strengthening its influence in national society. This kind of military buildup is not only affecting the expansion and balance of military force in the region, but it will also be making substantial changes for international powers globally.
