Most of developer do not have legal water rights and right knowledge to run the hot spring related business, resulting in temperature drop, poor water quality, lack of water to pumping and other environmental issues. As a matter of fact, hot springs are not inexhaustible. They need to be well developed; meanwhile, the legal protection is required as well. Therefore, in recent years, the government has gone thru the legislative process of hot spring usage, in order to actively manage and set up the total amount of water usage for the hot springs in particular areas where were legally assigned. In the area of Jiaosi hot springs, 14,326 tons of security amount water per day were set up and charged for business use, then these charged fees are put into the development funds of hot springs, which is funding hot spring sustainability related issues. As a final, it is expected that all the developer and business in this hot spring area may be legally registered to get water rights, also control the daily usage amount of hot spring water within the security quality from the viewpoint of no free-of-charge, thus to achieve sustainable development as planned. Referring to Jiaosi hot springs related issues, the research legally and technically studied the various stages of life cycle of hot spring management to obtain the effective frame under the concept of sustainable development. Hopefully, the suggested frame may protect hot springs and prevent it from changing or being damaged by now or in the future.
