Observation and Analysis on the Traffic Flows of the Vessels Entering/Exiting the Ports in Taiwan / 臺灣各港口船舶交通流觀測與分析

碩士 / 國立高雄海洋科技大學 / 航運技術研究所 / 102 / This research is based on Vessel Automatic Identification System (AIS), Google Earth, and Vessel Traffic Service (VTS) to observe and analyze traffic flow of vessels entering and existing every international port in Taiwan. Analyzing traffic flow of vessels helps to understand the entering and existing circumstances of vessels. Moreover, it helps to improve the services and traffic system at the ports. Furthermore, it helps to increase the efficiency of vessel entering and existing the ports to enhance the safety of seafarers, vessels, cargoes, and the marine.
Based on the traffic flow of vessel entering and existing every port and information of marine accidents through Google Earth, we can observe, analyze, and evaluate the navigation safety problems at the port. The finding shows there are only a few or sometimes there is even no ship stopping ashore at No. 1 and No. 3 anchorage areas of Kaohsiung port. There are also several vessels that don’t sail on regulated areas. In addition, sailing from one anchorage area into another is not permitted and this is done by a few ships. At last, marine accidents often occur outside of anchorage areas.
Control towers of VTS are recommended to enhance supervising system to ensure navigation safety and organizing the procedures of entering and existing ports. Strictly monitoring all the vessels to make turns only at the regulated latitude and longitude. Moreover, the directions of all ships before entering and existing ports should be strictly monitored. Monitoring is necessary to prevent marine accidents and accidents at the shores; for example, hurting and dying of seafarers and damaging of cargoes and ships. Therefore, organizing and regulating No. 1 and No. 3 anchorages areas of Kaohsiung ports are strongly suggested in order to favor entering and existing vessels. Expanding the anchorage areas for larger ships can also be done.
