碩士 / 國立高雄海洋科技大學 / 航運管理研究所 / 102 / Private investments of BOT (Built-Operate-Transfer) model participating in public construction of national container terminals can not only promote economic development, but also reduce the financial burden for government to promote public construction. How to attract private investments by applying BOT model in operation and development of ports to increase the competitiveness will impact the performance of the shipping companies and port operators.
This thesis aims to study the operation status of ports of Taiwan which apply the BOT model, and analyzes the key factor of their success.
This thesis generalizes the key factor and structure which influences the operation of container terminals from literatures, and also reaches the conclusion as follows through questionnaire surveys and IPA analysis methods.
1. The factor "BOT Terminal operators should have flexible market mechanism" is an important strategy, which is not difficult to implement and need to be solved immediately.
2. The factors "terminal facilities need to fit increasing ship size ",“the Government should have clear maritime policy ", and "the Government should have advanced investment regulations "all play the key role in the success of BOT container terminals. However, they are difficult to implement and can’t be solved in the short time. The results of this thesis provide TIPC (Taiwan International Ports Corporation, Ltd) and BOT terminal operators to implement specific strategies in the future successfully.
