Study on Searching Victims of Marine Distress-With the Example of Observing Drifting Pattern of Buoysin Eastern Coastal Area of Taiwan / 搜索海上遇險人員之研究-以臺灣東部海域觀測浮標方式為例

碩士 / 國立高雄海洋科技大學 / 海洋事務與產業管理碩士學位學程 / 103 / In these years there happened more than 120 accidents in which people dropped in the sea in eastern coastal area of Taiwan. The drifting direction and speed of those victims were affected by many factors such as wind、river current、rip current、tidal current and wind current, causing the rescue members difficult to discriminate the situation and results in the difficulty in rescuing. Therefore, how to make good use of technology equipments and nautical observing instruments to obtain instant surface current and related data, by which position of drifting victims are evaluated, is the key point to a successful rescue.
It has been many years for me to do the ocean rescue work, and attend many rescue missions. I am deeply aware of the timing and accuracy of how good rescue plans could increase the victims-found ratio. The objectives in the ocean drift with the combined influence of total water current and leeway current. By calculating the vector sum of the two factors, we can estimate the direction and distance of the drifting objectives. Therefore this study conducted 5 drifting tests in the Bei-Nan river shore ,which is in the jurisdiction of the Eastern Patrol Office of Coast Guard Administration. In order to have the experiment more similar to real distress, a researcher was sent into the water with a hand-held GPS device recording the drifting paths. Moreover wind and current information are summarized. Based on the formulas of US coast guard, possible drifting path is simulated and analyzed. The comparison is used to verify the adaption of the simulation and its relation on drifting speed and direction. Conclusion is then made. The study result will be provided to Coast Guard Administration as the references of rescue in order to save lives.
