碩士 / 國立高雄第一科技大學 / 運籌管理研究所 / 102 / Harbor Tugboat operation was rarely addressed, as it was not a popular and well known service. This study will use simulation software ARENA to look into the harbor tugboat operation. Although it’s just simply a day to day operation since the harbor port started operation, we still need a so called performance indicator to evaluate the harbor tugboat utilization, effectiveness of man power scheduling and the waiting status of the ships, simulation is a proper tool to tackle this issue. We collect the historic ship flow data from Port of Kaohsiung on January 2011 and run the designated program as re-produce simulation and random simulation.
An enclosed harbor need to set Entrance Control as all the ships have to pass through the narrow water channel one at a time, like the airport runway. The result of random simulation shows that the daily average waiting time caused by entrance control is 1.66 minutes per ship for that month (approximately total 166 minutes per day). Our major concern of the ship waiting is that caused by not enough harbor tugboats during the peak hour; yes it’s a tradeoff between costs (harbor tugboats and crew member) and service quality (waiting time). We have plotted a cost versus waiting time curve via simulation, assume the tolerance threshold of total waiting time is no more than 24 minutes per day, the random simulation incorporate tugboat re-choose (horse power) gives us the tugboat configuration as 2/5/6/3(2/3/4/2), total 16 harbor tugboats not include spare tugboats.
Dynamic change of daily ship flow and its type make constant configuration not enough to cover the overall need of tugboats, we recommend to add flexible shift and to incorporate temporary peak hour support. As long as we can use simulation tool to forecast upcoming need of tugboats and possible surge, by applying some special rule of working hour restriction enforced by law, we can easily achieve our goal. Scheduling suitable working shift according to the ship flow, not only effectively improve the ship waiting, but also reduce the operating cost and eliminate unnecessary idle of the tugboats and crew member.
