The Analysis of Elementary Schools Management Performance-- An Example on Taichung Coast Area Elementary Schools / 國民小學經營績效之分析-以臺中市海線地區國民小學為例

Uunder open-system theory, the school is divided into internal organizational performance and external performance two dimensions. Extract iterns and external performance (input and output terms) for each three key performance indicators (KPI) through Analytic Hierarchy Process (AHP), and explore Taichung coast area elementary school mangemant performance through a data packet drop analysis (BCC-DEA) output-oriented mode (using the DEAP software).
The search results are as follows:
First, internal performance dimension / input items, the order in the key performance indicators (KPI) are: 1. the numbers to obtain teacher professional development evaluation certification. 2. construction and equipment project funding. 3. the numbers of teachers and staffs. The three key performance indicators weight totally ( 0.829 ) ; output item , the key performance indicators (KPI) are: 1. obtaining for private donations. 2. the school gets the evaluation award numbers. 3. teachers obtain winning unmbers. The three key performance indicators total weight of approximately ( 0.862 ). External dimensions performance / input items, the key performance indicators (KPI) are: 1. Qualified teacher cerificate members rate. 2. the school area. 3. government grands. The three key performance indicators total weight of approximately ( 0.822 ); Schools organization external performance / output items: 1. parent teacher assoication donation income. 2. Students awards. 3. The statistics of students physical state. The three key performance indicators total weight of approximately ( 0.831 ). All have the representative on key performance indicators.
Second, adapt 15 schools of this research for stratified random samples. The best external performance has nine schools and the best internal performance has five schools. The result has showed that the school must improve internal performance priority.
Third, according to the practical research shows internal Slack Variable Analysis and Returns to scale, there are seven school need to reduce teachers and staff members. This search result will provide to the authority as policy reference.
