Evaluating Transport Livability - A Case Study of Tamsui District of New Taipei City / 運輸宜居性評估-以新北市淡水區為例

碩士 / 國立臺灣海洋大學 / 河海工程學系 / 102 / The establishment of UN-HABITAT shows that more and more people globally attach importance to the quality of life, meanwhile, plans of livable city development have also been put forward by international governments. The current system of global city assessment focuses on the general city evaluations while some may be ignored when it comes to details of the development of a city. The research will focus on the relationship between transport activities and livability through the discussions about the transport program in a livable city.
Based on the definition and goals of civil livability by Litman, the transport livability will be firstly discussed under theories of the construction of Driving force-Pressure-State-Response (DPSIR) and Social construction of Technology (SCOT) to establish the assessment system of transport livability. Secondly, a questionnaire about transport livability will be conducted in Dan-Shui District of New Taipei City and further statistics will be collected by Rating Method (RM) and Simple Additive Weighting Method to survey how indexes in the assessment system present in practice.
Lastly, a benchmarking exercise to the survey will be conducted in hope to reflect the gap between ideal plans and actual practices to seek for improvements. The final results of the research are wished to be served as useful reference for governmental policy-making and hoped to improve the transport livability for Dan-Shui District in the future.
