A Study of Measures of the Taiwan Customs Authorities toward the Non-Traditional Security Threats / 臺灣海關面對非傳統安全威脅之因應措施探討

Under the trend of globalization, trade security and facilitation have long become the goals for every country in international trade.
After the terrorist attacks of September 11, 2001 in New York, the U.S. not only has put great efforts into anti-terrorism to guarantee its own security , but also work very hard to make a close coordination between the safeguarding of the security of international trade and the efforts of counter-terrorism in the international community
How to make sure that the transportation of merchandise in international trade from the exporter to the importer is secure and facilitating, is now a very important issue for global economy. The customs authorities in every country including the Republic of China on Taiwan, therefore, must in accordance with the national development policy for economy and trade, maintain a speedy and smooth-flow clearance environment on the one hand, and effectively prevent and curb cross-border crimes including commercial fraud, smuggling and various illegal acts on the other hand.
Many illegal acts in the international and cross-border trade activities, such as smuggling in weapons ,narcotics ,drugs, even agricultural plants and product; some commercial frauds and terrorist activities related with international trade ,have been considered non-traditional threats to the national security.

In this era of rapid globalization, how to effectively prevent and deal with the non-traditional security threats has become one of the most important issues in both the international community and the various countries.
The purpose of this thesis is to explore the issue of non-traditional security threats with the emphasis on the practices of the Customs Administration in the Republic of China on Taiwan. The various laws, regulations, and the administrative measures in this regard are the focusing points of the study. Some important cases are also presented and analyzed. Suggestions for more effective implementation of the prevention and curbing of non-traditional security threats concerning customs administration in Taiwan, such as the establishment of a “Comprehensive Security Management System for Supply Chains” by the customs authorities with the related enterprises and governmental agencies, and the creation of a “Joint Consultative Meeting of All related Border Control Agencies”, are made in the conclusion of this thesis.
