The Issues for Cross-Strait Direct Shipping Negotiation / 兩岸海運直航後續協商議題研究

碩士 / 國立臺灣海洋大學 / 航運管理學系 / 102 / Government implemented “Cross-Strait Direct Shipping Agreement” on Dec 15th, 2008. Negotiation for Cross-Strait Direct Shipping Agreement has processed for 5 years. Due to all researches and statistics data for cargo of trade volume for the past years, the effect for shipping transportation and ports development in Taiwan is not as expectancy after Direct Shipping. The main reason is that the agreement is so called “Cross-Strait Direct Shipping Agreement”, but the restriction of implicit politic factors, which lead to Direct Shipping, is not really totally direct navigation. This will lead bad situations to shipping transportation and ports development in Taiwan. The following negotiation of Direct Shipping is necessary and urgent for Taiwan. The text sets up from the angle of literature collection and analysis the content of agreement, carriers, and ports of Taiwan. Discussing the incoming problems and the predicament of Mini-three links after Cross-Strait Direct Shipping Agreement was signed. After integration all the literature, this paper set the solve way for the incoming problems, and overall discuss the strategy of following negotiation to figure out the direction of negotiation.
