The purpose of this study is to evaluate the impact assessment on community concerning Kan-Zai-Ding fish market. Establishing indicators of their hierarchical structure under Modified Delphi Method and Analytic Hierarchy Process (AHP), the evaluation of feasibility restructure of a fish market as well as its sustainable development in a community is investigated. These results can provide stakeholders and related authority valuable reference. The results are summarized as follows:
1.Kan-Zai-Ding fish market is the biggest traditional fishery wholesaler in north Taiwan. It located near the Asahikawa River which has been built about a half century ago. But now it still appears in an old-fashioned manner, the impressions on visitors are crowed, ragged and short of modern facilities. In addition, the administrations are lack of flexibility and some illegal trades are prevailed. Therefore, it has been proposed to move or even abandon this market.
2. Referencing to the basic principles of sustainable development indicator in domestic and international agencies, a questionnaire with four dimensions and fourteen indicators of Kan-Zai-Ding fish market has been surveyed. The dimensions include (a) environmental quality evaluation, (b)mobile route planning, (c)site planning, and (d)the whole city appearance.
3. The population of the participants in this survey, the female is about 65.8%, and the age between 41 and 50 is about 40 percent.
4. All the dimensions are graded more than 4.1 on a basis of five-point scale evaluation. Futhermore, the item (a) owns the highest grade among the four dimensions.
5. Some indicators such as : clean work after auction , waste handling task and wastewater treatment are especially noted. As for the impact on the residents during shipping, loading and unloading is less cared.
6.The residents and experts of the stakeholders have very close opinions. Both of them think that the eight indicators of ‘environmental quality’ and ‘the whole city appearance’ dimensions are worthy of attention and should be classified as environmental evaluation indicator.
7.As a whole, inconsistent degree of importance about environmental indices come from different group of the stakeholders.
Four large dimensions of first level, the residents and experts believe that ‘the whole city appearance’ is more important, but the stores and fish sellers put more emphasis on ‘environmental quality.’
About 14 indicators of the second level, the residents and fish sellers emphasize ‘specialty wholesale market’, but the stores think that ‘residents security’ is important and the experts stress ‘operating modernization.’
Taking entire level into consideration, the most important environmental indices can be summarized as six indicators: ‘specialty wholesale market’, ‘residents security’, ‘business modernization’, ‘auction site planning’, and ‘impact on the residents when stocking and cleaning after the auction.’
