Construction of Fault Management System - A Case Study of FBB maritime communications system / 故障管理系統之建構-以FBB海事通訊系統為例

碩士 / 國立臺灣海洋大學 / 輪機工程學系 / 102 / The Inmarsat-4 is a whole new satellite communications system, BGAN (Broadband Global Area Network) technology in line with TCP / IP (Transmission Control Protocol / Internet Protocol) and WCDMA (Wide band Code Division Multiple Access) standard. Since beginning operations in 2005, it not only provides customers with standard IP voice services, but also provides streaming IP and ISDN services. FBB (FleetBoardBand) is a service which based on BGAN technology and specific design for fitting on ships.

FBB is a most popular maritime satellites communication system today. It was heavily used to improve communication efficiency between ships and shore. However, it brings a new challenge for ship owners and managements, from seamen’s perspective, these kinds of equipment not in their familiar field, when FBB breakdown, they can’t handle it efficiently, especially when network setting has a problem.

In this research, in order to improve this situation, references IMO FSA (Formal Safety Assessment) and negotiating a ship owner as a case study. First, research find out all breakdown events of the FBB which was used by them and plotting all events by FTA (Fault Tree Analysis) method. Second, analyzing risk of all events and passing result to them for their easy reference. Third, through case study research of qualitative research method, studying their adventure ability and how much resource they are willing invest on risk improvement. Finally, the results of these studies establish FBB comprehensive fault management system.
