A Study on Queuing Pricing to Trampers under the Condition of Mixed-Use Berths for Loading or Unloading / 不定期船可共用船席裝卸的前提下排隊等候定價模式之研究

碩士 / 國立臺灣海洋大學 / 商船學系 / 102 / Tramp ships have to queue at the anchorage for loading or unloading frequently due to the feature that they have unfixed shipping schedules and routes. In this research, we will execute a queuing pricing policy for a busy port to disperse tramp ships’ arriving time spots and eliminate or reduce queuing time spent. In the current literatures of queuing pricing model for tramp ships, length of queuing time is the crucial key point to calculate the equilibrium cost and derive the toll structure. However, these literatures only consider that different types of tramp ships have their own dedicated berths to calculate the length of queuing time, but have not consider the condition for tramp ships which are sharable berths for loading or unloading. According to the data from Taiwan Kaohsiung International Ports Corporation, Ltd, the number of tramp ships which are sharable berths attained a high of 40% of the total number of tramp ships, for the situation that will be similar or even more than 40% to the other ports, therefore, in order to improve the model for practice, it would be necessary to revise the queuing pricing model for tramp ships which is in the current literatures. This research considers the condition to tramp ships which are sharable berths for loading or unloading to develop the model of length of queuing time at the anchorage. Based on this model, it would be helpful to derive each tramp ship’s equilibrium cost, non-queuing toll scheme and the result of dispersing arrival time for tramp ships after implementing toll collection, the model can provide port diction makers as a reference.
The contents of this research is divided into three sub-models, the first one is about developing a length of tramp ships’ queuing time sub-model which under the condition of sharable berths for loading or unloading. The second one is about applying AHP to develop a corresponding weights sub-model, based on this sub-model, it would be helpful to compute the length of tramp ships’ queuing time at the anchorage. According to these two sub-models, the third sub-model is about deriving each tramp ship’s equilibrium cost, non-queuing toll scheme and the result of dispersing arrival time for tramp ships after implementing toll collection. The above descriptions have not yet been concerned with the current literatures. The fruitful results of this research will be expectable to make the queuing pricing theory become more complete and practical.
