A Study of Constructing the Abnormal Selection Assesment Model for Targeted Vessels and Process Mechanisms for Port State Control Officers working in Taiwan's International Commercial Harbors / 建構臺灣國際商港PSCO非常態性遴選目標船評估模式與流程機制之研究

碩士 / 國立臺灣海洋大學 / 商船學系 / 102 / Due to frequent maritime accidents off the coast of Taiwan in the recent years, Taiwan’s Port State Control authority and credibility has been internationally challenged. This thesis collects PSC relevant literatures of Paris MOU, Tokyo MOU, and USCG's PSC selecting models, then compares them with Taiwan's PSC selecting models to analyze if the selection standards of Taiwan's PSC comply with international standards. Through field investigation, it has been found that Taiwan PSCO prefer afterward chastening inspection; in other words, they use abnormal inspection method for choosing targeted vessels, which are different from normal inspection method. And according to inductive method of literature consequences, we can conclude that the reason behind this phenomenon is due to frequently maritime accidents and public reports.
According to the first questionnaires designs the expert interviews questionnaires, we know that the Assessment Method of Abnormal Selection of Targeted Vessels is suitible and good for Taiwan's PSC, and the reason of this Phenomenon is the same as those acquired by the inductive method of literature consequence. Then, this research designs the second questionnaires by the first expert interview questionnaires and the inductive method of literature, then Grey Relational Analysis is applied to analyze the results. In the eyes of PSC authorities, ships happen marine casualty which become the targeted, the priority influence factors in sequence of their priority are ship conditions, human factors and navigational environment factors. And ships are reported by public reports which become the targeted, the priority influence factors in sequence of their priority are ship factors, human factors, cargo factors, and environment factors. All of the above key factors urge that ship with the above factors become priorities targeted of PSC abnormal inspection. This thesis then uses these results to further Construct the Abnormal Selection Assessment Model of Targeted Vessels for Taiwan Port State Control Officers in Taiwan's International Commercial Harbors to provide to Taiwan Maritime and Port Bureau's PSC authority as an reference.
Moreover, Taiwan PSC business has been enforced on March 2012 because of the policies of “separating the function of the government from those of enterprises”, then the PSC are currently an independent organization, but it still doesn’t have a complete operation procedure. As a result, this thesis goal uses expert interviews and Grey Relational Analysis' consequence to provide the PSCO plans of abnormal operation procedures of choosing vessels for reference.
