碩士 / 國立臺灣科技大學 / 建築系 / 102 / Urban sustainable development is currently the growth issue of environmental awareness, and its goal is to reduce carbon dioxide (CO2) emissions. The standards of assessment systems are various because there are different conditions and policies between cities of countries. The research is about application of the urban sustainable development to ecological communities. A comparison of with assessment systems is including EEWH-EC (Ecology, Energy Saving, Waste Reduction, Health for Eco Community), LEED-ND (Leadership in Energyand Environ mental Design-Neighborhood Development), CASBEE-CITES (Comprehensive Assessment System for Building Environmental Efficiency for Cites), DGNB-NSQ (The German Sustainability Building Council for Neighborhood development ), and then select transportation with more carbon emissions is chosen as the assessment item. This research takes National Dr. Sun Yat-sen Memorial Hall and the Vicinity as an example to discuss the application of Green Transportation, and brings out the deficiencies of the current rules and then makes suggestions.
The four assessment systems include both overall environment and living environment, that both have "Transportation" category items. EEWH-EC and LEED-ND put particular emphasis on residential environmental. CASBEE-CITES considers macro-economic environment development. DGNB-NSQ has all-round development. The minimum aplicable size of all systems is 1 Hectare, but there is a great disparity in the maximum size.
Public transport is effective in decreasing reliance on cars, but there exists contradiction among assessment systems. For example, buses have lower carbon dioxide emissions than small vehicles, but with more traffic accidents. Taking National Dr.Sun Yat-sen Memorial Hall for example, it is mainly designed to provide pedestrians only, but not considered possible activity for the uses.
As to eco- friendliness, the target is only defined as continuity of green network in communities nearby road, lack of consideration in whole ecosystem. The parking spaces around Dr.Sun Yat-sen Memorial Hall exceed the demand. It’s unnecessary to provided extra parking spaces based on the local regulation unless for service vehicles.
