碩士 / 靜宜大學 / 管理碩士在職專班 / 102 / In order to safeguard national security and social stability and to keep national economy in order, customs must be able to prevent any form of organization, operation, or event attempt of smuggling. Therefore, in addition to intelligence surveillance, it is crucial for customs to apply modern anti-smuggling technology in the inspection process. In the attempt to be compliant with the global trade security and facilitation framework prompted by Word Customs Organization and to ensure the trade security, Non-Intrusive technology has been commonly used in container inspections worldwide. Our nation currently uses container inspection devices, suspicious inspection areas, and a variety of medium and small X-ray inspection equipment and relevant tools in all braches to facilitate an integrated inspection mechanism, increase inspection efficiency and strengthen competitiveness in international trade.
Non-Intrusive Inspection had been implemented by our nation since 2011. While the extent of effectiveness and economic contribution of the technology is still in question, this study aims to exam current development of anti-smuggling technology of customs and to evaluate the operation effectiveness of Non-Intrusive Inspection of Taichung Customs, as well as to provide suggestion on areas of improvement. The study indicates that the implementation of Non-Intrusive Inspection of Taichung Customs had significantly increased efficiency of customs clearance, saved importers’ clearance cost, and increased the chance of identifying smuggling activities, which compensated the shortage in manual inspection resourcing. This study recommends that customs should continuously promote the implementation of Non-Intrusive Inspection.
