A Study on Turning Taiwan into a RMB Offshore Financial Center / 台灣成為人民幣離岸金融中心之研究

碩士 / 東吳大學 / 會計學系 / 102 / Based on purchasing power parity, OECD argues that China's GDP could surpass the United States in 2016. Thus, internationalization of the RMB in the foreseeable future will gradually become a reality. However, the internationalization of a currency needs not only economic strength, but the currency convertibility and liberalization of interest rate and exchange rate. At this stage, China does not have above conditions for promoting the internationalization of RMB. Therefore, China takes offshore financial centers as a tool to reconcile the promotion of internationalization of RMB with the hesitation of liberalization of interest rate and exchange rate, a "separation” strategy.

Turning Taiwan into a RMB offshore financial center could not only help Taiwan escaping the situation of economic marginalization, but further making the upgrading of Taiwan industries. In this research, we use Porter’s Diamond theory, The Competitive Advantage of Nations, as the framework to analyze the competitive advantage of Taiwan's financial industry. For decades, Taiwan remains a close trade relationship with China, thus forms a natural mechanism of RMB outflow and inflow (RMB clearing center), with the capital market issue RMB-denominated financial instruments (RMB financing center), as well as the Taiwanese businessman wealth management market (RMB wealth management center).Combining the above three elements could form a positive cycle, self-reinforcing industrial competitiveness. At this stage, the government's most important duty is to open as soon as possible in RMB denominated shares for listing and trading, and take advantage of Taiwan's capital market to become the financing center of China's manufacturing industry. For the long term, the emphasis should be focused on enhancing human resource training, capital markets liberalization and financial industry competition.
