碩士 / 國防大學政治作戰學院 / 政治研究所 / 102 / Diaoyutai sovereignty dispute started as early as the 1970s, because of the untapped natural resources in the surrounding waters and because of the exclusive economic zone as stipulated in 1982 by the United Nations Convention on the International Law of the Sea, which was enacted in order to meet international needs for coastal marine resources. Another reason was the incident in April 2012, when Japanese Tokyo Governor Shintaro Ishihara indicated that he wanted to buy the Diaoyutai; moreover, former Japanese Prime Minister Noda commented that Diaoyu Islands is Japan's “inherent territory and in the same year on September 11 announced the Diaoyutai Islands’ “nationalization.” Afterwards, China changed her “shelving disputes and seeking common development” attitude, making the Diaoyutai sovereignty dispute a hot issue in East Asia.
This paper uses structural realism as a theoretical basis. A country is seen as a major international actor and must accept the structure of the international politics of the countries forming the distribution of power constraints, and the emergence of an international power is bound to impact international security and interests. The country in pursuit of power in the international community must be constrained by the structure of power. A state can not bully other states while it tries to build its power and meet its national interests.
The thesis argues that the Chinese Communist Party in the recent rapid increase in overall national strength and military situation is no longer content with its status quo. In its bid to break through the first island chain and reach out to the bigger world stage, China will use various means and strategies. No matter what, China must abide by the existing international structures of power constraints. The purpose of this thesis is to use Diaoyutai dispute as a case study to analyze what China as an emerging superpower will do in the future.
