PRC’s Three Wars Strategy to Diaoyutial Islands / 中共對釣魚臺列嶼三戰策略之運用

碩士 / 國防大學政治作戰學院 / 政治研究所 / 102 / Diaoyutai Islands, an Inherent Territory of Republic of China which locates in the center of 1st island chain, is the center of western pacific air and ship transport. The significance of its geographical position is obvious. According to the Emery’s Report in 1969, “Diaoyutai Islands” is one of the rare continental shelf with immeasurable gas resource that have not been drilled.
Therefore, the territorial sovereignty becomes a dispute in the world. Recently, in 2012, Japan has announced the “nationalization” of Diaoyutai Islands, changing its long-existing administrative rights over the islands.
This thesis will start with the history review of Diaoyutai Islands and how sovereignty of this place becomes controversial. After clarifying sovereignty standpoint difference from Japan, PRC and ROC, PRC’s Three-Warfare (Public Opinion Warfare, Psychological Warfare, Legal Warfare) strategy and how it utilize the strategy will be elaborated. Then, we will continue to look at how PRC manipulate Three-Warfare to fight against Japan in the aspect of law, agenda and psychology in order to gain political, economic and military advantage for the interest of the country after Japan claimed “nationalization of Diaoyutai Islands”. Finally, the author will point out how the US government interfere the dispute and viewpoint of ROC’s “the East China Sea Peace Initiative”. Also, there will be analysis about how PRC take advantage of the conflict of the US and Asian countries to fight against US strategy of “Return to Asia” and “Asia-Pacific Rebalance“. The thesis will conclude with prediction of ROC’s “East China Sea Peace Initiative” and how this idea will increase the stability of the East China Sea and therefore nearby countries would join hands to build up a relationship to share resource, communicate better and develop more efficiently.
