A large amount of vacant industrial site has not only been remained, but also been raised to many renewed ways in the end of 20th century. All the vacant industrial sites must be removed for new urban planning, but some of them were remained by state intervention since the city was reformed and opened up. The partnership based on state–owned businesses owners, local governments and estate developers, named “Creative Industry”, regenerates the vacant industrial site to “Creative Park”.
This essay first has reviewed the process of the history how the vacant industrial site made during urban variations. After Shanghai opened up in 1992, this essay analyses how the cooperation, state–owned businesses owners, local governments and estate developers, uses the base of mutual benefits and the partnership to regenerate the vacant industrial site. Secondly, “Redtown Creative Park”, the case in this essay describes that Local government acquiesced in the addition of mezzanines in the high-ceilinged industrial plants by transferable Development Rights(TDR)during the park’s reconstruction. Moreover, they have the right of the maximal space in flexible system to create more monopoly rents. Finally, this essay uses the phenomena of the gentrification in Creative Park to proof that the reason why Shanghai develops creative industry is not for historical and cultural preservation, but for the title of the creative industry. This title can create the economic effects from transforming the use of limited land in city.
