Multi-criteria Planning and Operating Management of Campus Parking - A Case Study of Tunghai University / 校園停車多目標規劃與管理之初探 - 以東海大學為例

碩士 / 東海大學 / 企業管理學系高階企業經營碩士在職專班 / 102 / In recent years, Taiwan’s transportation structuring have developed quite rapidly, including THRS (The High speed rail), and MRT systems running through Taipei City & the Kaohsiung area providing a more variety of choices to its citizens of public Transportation. However, Taichung City has yet to establish a complete system in the fields of public transportation, causing the habits of driving motor vehicles to remain the same. This case study shows that over the years, Campus parking problems has become an inevitable issue that requires an improvement solution. The Taichung area has adopted the Bus Rapid Transit system (abbrev. ‘BRT’ hereinafter), Currently the first route runs from Taichung Train Station to Providence University, running directly through the Taiwan Boulevard, the construction period has caused major traffic congestion surrounding the school zone. This Research aims to solve the Campus parking problem, including entering and exiting routes, paid parking management facilities, issuing of parking pass. The results shows, during the attempt to improve these issues, the Universities major concern is still the parking problem of its teaching staff, students and their parents, as well as business related personnel or general tourists. With the university grounds opened to the general public, the administrator faces far more complex parking management issues. Additional entering & exit driveways, simultaneously altering the direction of driving, at suitable time frames, which will efficiently improve traffic congestion at the entrance & exits of the Campus grounds. Adopting new technology of paid parking management systems, efficient control of car flow which will proficiently allocate the usage of the University’s parking spaces. With acceptance of the new concept, if the Campus parking pass is used with dual purpose also as parking permits, which its application and management is acknowledged and operated through the same unit. Controlling the number of permits issued, in order to reduce abusers of the system with restricted time frames, parking zones to increase the turnover rate and usage rate. Under circumstances with sufficient funding, the construction of outdoor (roadside) parking lot for future preparation is inevitable. Altering the habits’ of parking lot users, through the introduction of advanced parking management facilities with limited parking resources to generate the highest parking efficiency. Hoping to totally resolve T.H U’s traffic problems entirely and becoming a green, sustainable Campus in the years ahead.
