An Evaluation Study of Landscape and Ecological Conservation of Algal Reef in Taoyuan / 桃園藻礁地景生態保育之評估研究

However, human’s rapid deveplopment toward nature has brought along the diminishing of nautral resources. A precious strip of algal reefs located in Taoyuan County’s coastline are dying as a result of long term pollution of industry development. This research was to investigate the Taoyuan algal reefs, related issues and assessments of establishing a nature reserve on this area.
This research examined the relevant literature and based on Fuzzy Delphi method to analyze and summerize the perspectives of eleven domain experts. Analytic Network Process (ANP) was conducted to assess two conservating plans of Taoyuan algal reefs in accordance with the reserch findings. It is hoped that the discussions and assessing results of this research will be a helpful reference for Taoyuan algal reefs reserve’s planning and management in the future.
This research of assessing Taoyuan algal reefs reserve were consisted by five dimensions of ecological environment, social culture, industry economics, management rules, government efficiency and 19 factor indicators. The findings of ANP showed that “nature reserve area” plan was significantly greater in which ecological environment were the most important dimension, then management rules, social cultures, government efficiency, and industry economics. Regarding to the importance of 19 factor indicators ranked as following: coastal ecological conservation, coastal environmental management, coastal ecological environment plan, interaction and support of inhabitants, coastal shelterbelt conservation, well management system, facilities design and maintenance, tour guidance service, amendment of conservation regulations, the use of public power, the decisions of policymakers, improvement of community environment, local cultural heritage, well-organized system of community, development of cultural and eco-tourism, local industrial revitalization and employment opportunities.
