碩士 / 國立雲林科技大學 / 環境與安全衛生工程系 / 102 / Besides the operational vehicles and the company staff, customers or visitors may also enter an operation area of a container terminal. Large-scale handling machineries, high mobility vehicles plus personnel from the outside make the container terminal become a high operational risk area and it may cause quite serious of injuries if the potential risks are not estimated and prevented. Over the last few years, many available tools have been developed for the safety and the risk assessment procedure. In order to meet the requirements of the occupational safety and health, it’s more important to choose an appropriate tool for assessing the operational risk of a container terminal. This study employs the job safety analysis (JSA) method to assess all kinds of the operational risk within a container terminal. The results show that 72 activities were evaluated as the significant risk level and accounted for 45.6% of all the 158 activities. After weighting the existing control measures (ECM), there are only 3 (1.9%) activities remaining in the significant risk levels and the hazardous types. These three hazards are related to the possibility of employees to fall down from a high place; that is why the risk rating will be closer to a real situation of a terminal operation by adding the EMC factor to the JSA procedure. On the other hand, the managers can also review and re-check the integrity of current existing control measures by using this revised risk assessment tool, this will help them take more beneficial decisions in control measures for hazard prevention in the future. It is worth mentioning that the job safety risk assessment model used in this study can not only been employed in container terminals’ operations but it can also been applied in other business.
