The Study on The Energy Policy and Legislatoin in United Kingdom - Focusing on Offshore Wind Power / 英國能源政策與立法研析-以離岸風力發電為中心

碩士 / 國立雲林科技大學 / 科技法律研究所 / 102 / Since 1989, the UK Electricity Act began promoting the development of renewable energy initiatives, and promote new energy policy, the development of renewable energy is undoubtedly the fight against climate change, one of the best solutions to mitigate greenhouse gas emissions and the depletion of traditional energy transformation, The development of the UK offshore wind industry has been a leader in the world, compared to the UK, the proportion of Taiwan's power generation renewable energy development has been just focused on the solar photovoltaic power generation equipment, according to Taipower's report pointed out that we can add small hydro, it’s installed capacity is also very limited. To provide a balanced diversified renewable power sources, wind is relative to other renewable energy technologies (such as ocean energy, tidal energy) more mature choice, Therefore, this study will be analyzed in this study measures the UK's major energy policy evolution over the years, energy-related legal, administrative as well as supporting the development of offshore wind, summarizes the UK experience in order to develop our country's renewable energy policy, multi- The choice of energy can be helpful, to further improve Taiwan's energy structure.
Recently, United Kingdom Government publish a New White Paper: Planning our electric future: a White Paper for secure, affordable and low-carbon electricity, It focus on: 1.Carbon Price Floor; 2. Feed-in Tariff with Contracts for Difference, FiT CfD, CPF; 3.New Emissions Performance Standard, EPS; 4. Capacity Mechanism. On the other hand, Energy Act except to be amended in the light of White Paper, but also to enhanced the provisions of energy efficiency and the care of poor consumer, such as Green Deal or Energy Obligation. In conclusion, the recent policy and legislation of United Kingdom Government focused on Low-carbon power generation, support poor households overcoming the effect of new energy policy and rebuild the electricity market.
