碩士 / 國立雲林科技大學 / 營建工程系碩士班 / 102 / Sewerage construction is one of the indispensable foundations for buildings in a modern city, but also one of the world competitiveness ranking projects listed by International Management Institute (IMD) in Lausanne, Switzerland. According to Ministry of the Interior, Republic of China (Taiwan), as of the end of November in 2013, the overall (public) sewage penetration rate is only 34.77 percent. With increasing fiscal burden of the government and increasing urgent for the citizens requiring the quality of the living environment, the government actively promotes the introduction of private capital sewer construction in order to reduce the financial burden on the government and improve efficiency through private capital. Looking at the cases of domestic private participation, low self-liquidating projects lack of efficiency due to sluggish private investors. Therefore, the Public Construction Commission, Executive Yuan, deliberates on introduction of foreign experience in the implementation of PFI (Private Finance Initiative) system, and assigns low self-liquidating and urgent-needed public constructions as the top priority to promote.
This study focuses on the project evaluation stage of the PFI model. Citing examples and documentation, this study proposed 42 factors. Through fuzzy Delphi questionnaire, those 42 factors were screened to 34 and divided into 7 categories. The weight of each factor was then calculated through AHP technique. For the overall order of importance, the top three factors are "construction cost control", "flexibility of regulation change", and "transparency in the procurement process." The results of this study show that the construction cost of the project is still eligible for the evaluation of the projects, followed by the regulation supporting, and fair and transparent procurement process.
The purpose of this study is to calculate the weight of the assessment factors and determine their orders in order to provide the government agency to assess whether to adopt PFI to sewer projects in the future. It helps the government to make a more comprehensive assessment in advance, and meet the government‘s initial motivation for the introduction of private capital in infrastructure projects.
