Recreational Diving Accidents Analysis in Taiwan From 2003 to 2013 / 臺灣2003〜2013年休閒潛水意外事故分析

碩士 / 真理大學 / 休閒遊憩事業學系碩士班 / 103 / This study was designed to investigate the analysis of recreational diving accidents during the past years of 2003-2013. People went to dive become a trend and increasing in Taiwan these years. Meanwhile, diving was also a dangerous and risky activity. So it is important to explore and analyze the accidents of diving and finally make a diving way with leisure and safety regularly. The 14 cases of investigation was proceed with a depth interviews of Semi-structured contents to 10 respondents. The respondents were senior diving instructors, they provided the life experiences or practical cases. Comparing the information of the interviews with the former case study, we would like to explore the safe way of diving.
Health factors include heart disease or heart palpitations. Some divers lacked of the cognition for diving activity. Divers should go to hospital for integrated safety checks during six months to one year, and again confirm the physical condition whether he can dive or not. Behavioral factors were the diving companion system – companion separation, experience and technology, practical experience of diving coach, diving limit, lack of dive guide, excessive self-confidence, solo diving, panic and so on. Diving companion system was the options with the highest proportion. Human factors were boat diving, buddy ability, equipment negligence, deep-water diving, night diving, technical diving, winds, new divers etc. Boat diving and equipment negligence were the main factors of accidents. Every kind of tools have its meaning and function, proper use and setup are important. Natural factors were water flow, walrus, terrain, visibility etc. Most accidents came from the diver was not familiar with the local environment, they sometimes did not grasp the coming meteorological conditions and make the right judgments and also they think themselves could keep up with the environmental change. In essence, they were already beyond the limit of the diving. Based on the above findings, this study suggests that diving activity should be under the safety regulations and conservative considerations to reduce the risks. It truly need to build the basic ability of the diving people through learning and training, and gradually strengthened skills training and accumulated experiences which it could truly reduce the diving accidents. In other words, establishing the complete teaching system with safety training should be seriously concerned.
