Foreign Fishermen's Cognition, Attitude and Action with respect to Labor Insurance / 漁情漁理的海海人生- 外籍漁工對勞保權益的認知、態度與行動

碩士 / 國立中正大學 / 勞工關係學系暨研究所 / 103 / Due to hardship of fishermen, foreign fishermen have been hired to assist the fishery. However, not many foreign fishermen join the Labor Insurance as required by law. This research intends to explore the cognition, attitude and action of foreign fishermen regarding to the Labor Insurance. The in-depth interviews of 12 foreign fishermen, who are Indonesian or Filipino from four seaports, are conducted from May to August in 2014.
Major findings are following: There are two patterns of foreign fishermen. First kind doesn’t aware of his legal right of compulsory Labor Insurance. After access to information of such insurance right, he doesn’t reveal any interesting attitude or any action to declare such right. Second kind does aware of his legal right of compulsory Labor Insurance. He doesn’t want to tradeoff such right and will take actions to advocate such right. The establishment of the Yilan County Fishermen Occupational Union is a good example of actions adopted by the second kind foreign fishermen.
Some suggestions are provided: The government shall enhance the realization of the Labor Insurance. The employers shall adjust their human resource management strategy to observe the compulsory Labor Insurance. Foreign fishermen may improve their information of relevant regulation, be more aggressive in attitude and action.
