碩士 / 中華科技大學 / 土木防災工程研究所在職專班 / 103 / In recent years, the central government and local governments are aggressively promoting the construction of sewage systems, but still encounter many of the problems and difficulties. Even the construction of sewage is completed, the future operation and management are also a great problem. Because many sewage systems are in the test operation period now, the operation and management costs were borne by the central government grants. When the test operation period has passed, the local governments will be immediately faced with the difficulties of operation budget.
This study investigated via literature, regulations research analysis, case studies, prevalence survey, expert interviews were analyzed for use in sewer fees, through questionnaires and AHP analysis, inductive analysis proposed charging scheme, 1. with the water fee collection . 2. with garbage fee collection 3. with the population collection.
This study analyzed the influence factors at this stage sewerage system usage fee charges. We found that "implementation costs" is the most important, followed by the sequence for the "management of human", "collection timing", "satisfaction", "maintenance costs." AHP best solution is collection with the water.
