A Feasibility Study of The Adoption of Inter-entity Supply Contracts in the Current Outsourcing of the Pipe Fitting of the Republic of China Army's Sewage Systems - A Case Study of Technical Services / 國軍污水下水道接管委外採共同供應契約可行性之研究-以技術服務為例

碩士 / 中華科技大學 / 土木防災工程研究所在職專班 / 103 / Sewage construction is one of the twelve public construction projects as the top priorities by Executive Yuan’s “i-Taiwan 12 Projects”, its important role to national development drive. the cooperation with local governments on the construction of sewage main pipes and the establishment of sewage treatment plants at the lower reaches to be indispensable. Buildings connected to sewage main pipes, such as offices, factories, hospitals and housings, should be implemented the “Household Sewage Connection” plan for higher sewage connection percentage, and also for better protection on water resources and environment.
This research focuses on the feasibility of the inter-entity supply contracts by outsourcing of technical services for the sewage systems in military camps of the Republic of China; as well as the execution and effectiveness of inter-entity supply contracts. Seeking workable strategies, literature review, SWOT analysis, and experts’ interviews are adopted; all the strategies can be input into the Balanced Score Cards (BSC) for 4 dimensions (finance, consumer, internal process, learning and growth), and then feasibility, suitable strategy and effectiveness of the contracts can be obtained.
Regarding the feasibility, 91.6% of interviewees confirm the effectiveness of cost deduction by the contract; 100% of interviewees confirm the friendliness of the contract through the official procurement website and the good linkage with public through participating in local governments’ public construction projects through the contract at the same time; 98.8% consider National Military to be the assisted or principal authority for sewage pipe plan and design for all the units for process simplicity. 81.9% consider the contract as a chance for more interaction with official authorities; 84.8% confirm the lower risk through the contact; over 84.3% confirm the improvement of the cooperation between military and local governments in on the completion of sewage construction, and the military officials’ training for well-management on implementation and better skills.
