This study was designed to investigate the policy network of law enforcement at sea territory and its influence factors based on the case study of Hsinchu Offshore Flotilla. The offshore flotillas cover a wide range of businesses and have to interact with a great number of fellow government agencies. Through the application of policy network theory to protract the relational network of law enforcement at sea territory provides a deeper understanding. The study used the methods of case study and in-depth interview to investigate the relational network of Hsinchu Offshore Flotilla and its factors of influence. A pattern of policy network for law enforcement at sea territory was characterized and policy suggestions proposed. It was found in the study that Hsinchu Offshore Flotilla has the closet relationship with Hsinchu Criminal Investigation Brigade, Hsinchu County Brigade of National Immigration Agency and Hsinchu City Police Bureau for the consideration of performance and complementation of human resource. In comparison, the relations between the flotilla and general administrational agencies such as Fishery Division, Fire Department and Environmental Protection Bureau are mostly routine communications, thus resulting in a loose network. It is suggested to establish an information sharing channel connecting Hsinchu Offshore Flotilla with other partner agencies and an integrated command system of law enforcement at sea territory and one of the important topics for law enforcement at sea territory today is to pass down experience in this regard accumulated over the years.
