碩士 / 中華大學 / 科技管理學系碩士班 / 103 / In view of the various types of naval vessels management of procurement, follow-on maintenance and logistical support, has been repeatedly conducted property and service procurement by outsourcing way because of organization of MND and affiliated units adjustment, cut down and merge, and conduct manpower lean programs in recent years. And limited to current Government Procurement Act (GPA), operating procedures and Foreign Military Sales (FMS) to U.S. Navy, make us waste so many time to clarify some doubts and problems with domestic (foreign) manufacturers, and even caused some contract dispute. All these factors compact the efficiency and quality of procurement, and unable to fully meet the needs of all types of ships’ planning maintenance preparation, really affect to properly maintain the combat readiness of ships and equipments. So the main purpose of this thesis focuses on facts that need to conduct new-built navy vessels program and maintenance management of individual equipment. By using the method of expert interview, the optimum and suitable plan, which has to be in consistent with GPA, could be obtained the management of overall logistics maintenance of vessel life circle, including to make the proposal in the beginning of program, conduct the procurement, upgrade in the mid-term of life circle and decommission in the end of life circle, and then summarize and analyze the appropriate, preferred and feasible contract mechanism. It might lead to a goal of arm forces budget reduction and maintenance capability promotion.
This thesis begins with references collection which includes 3 main parts. First of all, life circle maintenance management and the definition of navy vessels life circle management will be mentioned. Second, the current arm forces acquisition procedures and military investment projects operation regulations will be discussed, GPA and related procurement approach reviewed. This part mainly focuses on the features of different contract award strategies. Third, the analysis of expert interview will be involved in this part, which included:
1.The lack of references could be added.
2.Deeply understand the problems of navy vessel construction and logistic procurement. Also, understand the features and requirements of navy vessel repair and construction.
3.Clarify the features and requirements of navy vessel repair and construction. And explore purchasing patterns within the GPA, and should be considered of the level and precautions at various stages of shipbuilding in civil shipyards.
The result of this thesis is that the shipbuilding company has to conduct navy vessel construction and the follow-on maintenance after delivery. To reach the goal, maintenance plan is necessary to be involved in shipbuilding contract. Therefore, the construction and follow-on maintenance have to take into consideration in the phase of ship design. This will sustain the high readiness of navy vessel, and retain high effectiveness of maintenance quality, cost and manpower. In the meantime, raises industrial development.
