Steam locomotive power from the engine's main combustion, the process of moving because of incomplete combustion or combustion waste gas emissions, air pollution harmful to human health. According to the Executive Yuan TEDS 8.1 EPD estimate results report shows that in all regions Taiwan's total emissions of pollution, pollutant emissions of motor vehicles, carbon monoxide (CO) accounted for 82.79 percent, nitrogen oxide (NOx) account for 46.86 percent, non-methane hydrocarbons (NMHC) accounted for 24.40%, can be seen, the air pollution caused by motor vehicles is very serious, if effective by the administrative measures to control motor vehicle, and I believe that environmental health and human health effects have encountered bring positive benefits.
Environmental Protection Administration is able to effectively reduce high emissions of vehicles traveling on the road, resulting in a serious impact on the situation of air quality and the health of citizens, combined with the power of the people, to encourage people to report to the competent authorities at all levels have a risk of contamination of the vehicle (commonly known as squid car), which improved to promote compliance with vehicle emission standards in order to maintain air quality, in 88 years since the Republic of China set "using the emission of air pollutants and incentives to report." Through the mechanism of the public prosecution, there is the danger of local authorities inform the vehicle to the designated location of the contamination test, the test does not meet the emissions standards or Failing to test those provisions, punishment. But in recent years it found that the authorities resorted to quite large sums of money each year, to encourage people to report matters of the law, but now it appears interested parties dedicated to the squid car spotted incentive to earn huge income, coupled with too many cases to report, not only spend more human treatment, forced to compile more bonus budget, has lost the original conception encourage spotted.
In this study, by statistical analysis, reductions estimate, cost analysis results found that the amount will depend incentive to report cases to affect the will of the people means the revised report, the more the prosecution caseload, to reduce the amount of air pollution more results high, but at the cost of part of the authorities need more budget provision. 99 to 103 years in total reductions of two-stroke motorcycle 5893.85 tons / year (NMHC + CO), four-stroke engine to reduce the amount of total 228.89 tons / year (NMHC + CO), reduce the amount of gasoline total 313.66 tons / year (NMHC + CO + NOx), diesel vehicles to reduce the amount of total 490.18 tons / year (TSP), the competent authority through the power of the people marching in danger of prosecution vehicle pollution, air pollution and thus achieve the reductions, the Department has a good performance is worthy of recognition a.
