碩士 / 國立金門大學 / 海洋事務研究所 / 103 / The purpose of this thesis is to discover how the Republic of China (ROC) government constructed and transformed its perception of the ocean. Another aim is to examine whether Philip Steinberg’s models could be applied to analyze and interpret the perception. A qualitative survey has been designed to collect and explain the content about ocean perception of the stipulated laws, the document generated during the process of law making and the white papers of ocean affairs issued by the government. Based on Steinberg’s model, this thesis concluded: (a) The Indian model could be applied to interpret the perception of the ROC government, which developed the sea transportation and ship enterprise; (b) The Seldenian Model, a sub-model of the Mediterranean Model, could be applied to interpret the ROC government’s claim for the ownership of the ocean space in the territorial seas, and (c) The Micronesia Model also could be applied to interpret the perception of the exclusive right claimed by the ROC government for exploring, exploiting and conserving the living or non-living resource in the exclusive economic zones. Finally, this thesis points out that the ROC government attempted to regard the ocean space as a zone similar to land, which could be employed for society and culture development.
