碩士 / 國立政治大學 / 行政管理碩士學程 / 103 / This thesis examines the establishment of Taiwan’s Free Economic Pilot Zones to know the main obstacles of such liberalization policy that have helped creating economic miracle in the past and help surviving fierce competition of globalization in the future. It looks into the history of diffusion and innovation of the Free Trade Zone in Taiwan and makes comparison with the practices in Shanghai to identify key factors that might influence the development of such experimental policy. By case study, SWOT analysis, and such data collection methods as participative observation, it points out the importance of political incentive, economic incentive, social incentive, media and organizational culture in shaping a Free Economic Pilot Zones in Taiwan.
