The Study of Female Officers’ Job Satisfaction andIntention to Stay in a Masculine Workplace:Evidence from Reconnaissance Brigade of Taiwan Coast Guard Administration / 女性人員於陽剛職場工作滿足與留任意願影響之探討-以海巡署機動查緝隊為例

Coast Guard Administration is the institution specifically responsible for enforcing the law in sea areas in Taiwan. It was founded on Jan 28th, 2000, by integrating the original Coast Guard Commanding Headquarters, Defense Department, Water Police Station, National Police Agency, Ministry of the Interior, and revenue cutters from Customs Administration, Ministry of Finance. The personnel of the organization have background as a military post, a civil post, a police post, or a custom officer post. And, in accordance with the Organic Law, Maritime Patrol Directorate General and Coastal Patrol Directorate General had been established. Both generals have their own investigation unit. Coastal Patrol Directorate General commends over regional coastal patrol offices with their own mobile inspection brigade. According to the Coast Guard Act, their main job is to investigate maritime r coastal crimes, prevent illegal entrance or departure, suppress smugglers, and collect security related information.
In order to follow the Organic Act to reduce the percentage of military personnel, since 2001, Coast Guard Administration has been hiring civil officials through coast guard special examinations. And, to follow the regulations of the Act of Gender Equality in Employment, there is no limitation on male/female quota for the examinations.
Untill 2011, there had been 6 coast guard special examinations. According to the statistic analysis result, there had been more and more females passing and joining the mobile inspection brigade. Yet, there had also been more and more female employees quitting. The turnover rate of female reconnaissance officers had been higher than that of male reconnaissance officers. As a result, Coast Guard Administration was unable to follow the regulation of having balanced numbers of military and civil officers. Also, the root cause of the issue of full employment of civil officers could not be eliminated. The research subjects of this study are the female civil officers in regional mobile inspection brigade. The purpose is to explore, in the working environment with mainly male employees where female personnel need to blend in, the influences of factors such as traditional female viewpoint, burden, field assignment pressure, supervisor’s leadership, and organizational culture on female personnel’s job satisfaction and willingness to stay.
This study adopted the in-depth interview method. The research subjects are female civil officers who had got their job by passing the coast guard special examination. A total of 9 females were interviewed. The research findings are summarized below:
1. Personal factors: The factors which lie in the way of female personnel’s work development are role conflict caused by the responsibility to take care of family and children and reduced interest in the inspection work.
2. Environmental factors: Female personnel’s willingness to stay is influenced by their job limitations and reduced job satisfaction.
3. Organizational factors: Female personnel’s willingness to stay is influenced by their adaptability to the organizational culture and knowledge of fairness of promotion.
Based on the above research findings, this study proposed some related suggestions as references for future researchers.
