The competition among harbors are be-coming more and more fierce in order to scramble the rest of resources. With the con-tinuous changes in harbor, Kaohsiung port also face the challenge. Even though it''s con-sidered as a famous harbor in the world. Therefore, the famous harbor all over the world also starts to think about the new way to develop their own direction. Otherwise, they can only be eliminated by times.
In order to solve the difficulty which the Kaohsiung port meets now, Kaohsiung Municipal government plans to let the industry of Kaohsiung port be reformed. The Kaohsiung port is changing from the heavy industry ,manufacturing industry to the trade, and also include cultural and creative industry, and sightseeing. They proposed the plan which called “the Asia New Bay Area” which invest almost 239.63 billion from 2010 to 2013.Lays down the high structure association path to combine with the Kaohsiung port and The pier-2 art center which is also drives nearby industry, all these facility creates 10,000 employment opportunities. Kaohsiung Mayor Chen Ju pointed out “the separation of city and port” which has prevented Kaohsiung resident''s own water rights, also affects the diverse development of harbor city.
This research will sum up and analyze each greatly famous harbor city in the world. Based on the experts who proposed the key of success in each appearance in every har-bor city. By using the Qualitative Research Methods to extract various successful factor in every case stu- dy.And will discuss each success factor by using the fs/QCA law to figure out the link between every harbor city.
The research shows that, if Kaohsiung port wants to crawl again and recaptures its magnificent status, then most important thing is to reverse this kind of stereotype about Kaohsiung is the city based of heavy industry and need to develop Kaohsiung''s sight s -eeing industry on a large scale, Formulates the laws and regulations as well as the per-fect supervision is also important. The government also need use systematic management to market Kaohsiung assist with the Taiwan’s special culture resources and the strong touch of humanity. And the opening of gambling tourism at free economics and trade area must also be considered. Furthermore, completes the green harbor idea which the advanced countries take gradually, Try to produce lower pollution, enhances the bio- diversity, and can do the green environment combine with the city with water shore de-velopment and so on. And it can enhance competitiveness in Taiwan also to make the opportunity to connect with the international port who already proceed the green harbor idea in the future.
