碩士 / 國立成功大學 / 海洋科技與事務研究所 / 103 / In Taiwan, the Coastal Zone Management Act (CZMA) was drafted over the course of 25 years and was enacted on February 4, 2015. Article 1 of this act concerns maintaining natural systems, ensuring zero loss of the natural coast, responding to climate change, preventing coastal disasters and damage to the environment, protecting and restoring coastal resources, implementing integrated coastal zone management, and promoting the sustainable development of coastal zones. It provides a novel definition of coastal zones, dividing them into two grades, namely coastal conservation zones and protection zones. However, this requirement of the act constitutes a challenge for local authorities regarding how to classify coastal zones according to a corresponding management plan. Therefore, this study aimed to establish a model of coastal zone planning for local governments. The current study was a case study conducted in western Hengchun Peninsula, Southern Taiwan, and featured historical coast-use mapping and shoreline change derived from satellite images based on the Geographic Information System and Digital Shoreline Analysis System (Version 4.3). The classification approach for coastal zones according to the management plan suggested in this study is consistent with the CZMA and highly suitable for local governments in Taiwan.
