The Study of the Maritime Accidents Risk Strategy by Using the Fuzzy Inference System / 運用模糊推論系統於海事事故風險對策之研究

碩士 / 國防大學 / 運籌管理學系 / 103 / According to the statistics of maritime cases from 1992 to 2013 in the department of Ministry of Transportation, the total number of maritime accidents has been 865 ships in the past 22 years, and the average is 39.32 accidents per year. Maritime accidents are the most important reason to cause increased transportation costs, loss of goods and endanger the safety of the crew. In the recent years, with the development of technology, maritime satellite navigation equipment or personnel education have been more advanced; however, maritime accident cases haven’t decreased year after year.
The study is based on the risk management and fuzzy inference, through the risk identify and assessment of maritime accidents, using mistakes tree to assist risk analysis and screening appropriate risk factors. This study assessed the risk level of a maritime accident by fuzzy inference system, and offering proper risk managements and countermeasures. Predictive models can provide ship design and operators excellent references on marketing capabilities.
The results of this study, the use of fuzzy inference system, the construction of a maritime accident prediction model can implement the risk management of the maritime accidents, control maritime accidents precisely, offer suggestions and countermeasures for high-risk, and reduce maritime accidents.
