碩士 / 國防大學 / 運籌管理學系 / 103 / In recent years, the R. O. C. Navy has been through a series of units personnel downsizing and crunch of operation and maintenance budget. Those consequences forced the Naval Logistic Support depot to undertake duty load increases with years. This leads the Facilities to an embarrassment of unable to meet the requirements of logistic and maintenance support. That policy helps the Naval Logistic Support depot to contract out non-core projects to private defense industry, and to fill the gap beyond the load limit they hardly can assume. Nowadays, this becomes an important “outsourcing strategy”.
The research adopted Modified Delphi method to construct the questionnaire, to engage personnel responsible for the management of logistic maintenance operations in survey object, and using AHP (Analytical Hierarchy Process, AHP) analysis of evaluation level, and proportional index weights of critical factors, relational analysis and TOPSIS (Technique for Order Preference by Similarity to Ideal Solution, TOPSIS) several programs permutation method, then put forward a critical factor in the best outsourcing maintenance approach.
This study analyzed the "contractor repair time control", "contractor evaluation performance", "contractor quality control", " procurement schedule efficiency", four minor criteria to influence "maintenance control", "contractual capacity", "quality assurance audit", "management contract", four main criteria.
