碩士 / 國立高雄海洋科技大學 / 航運管理研究所 / 103 / Despite the founding of Taiwan International Ports Corporation in 2012, Taiwanese tenancy system for port facilities still retains past criteria since the era of harbor bureau. Tenancy conditions vary in each port and are therefore prone to engender legal disputes. With respect to all the port facilities, the Ports Corporation puts forth a general reference formula for calculating the hires. The formula lays emphasis on the location and the condition of port facilities as well as influences from factors such as discrepancy of business areas in each port and different ways of operations. Hence this research inquires into important adjustment factors in calculating hires for the facilities of Taiwanese commercial ports and harbors and sorts out the key factors which are able to determine these hires. Analyzing the status quo of the tenancy system for Taiwanese port facilities and the overall business environment for ports, this article aims to discover the measurable and effective factors amongst all the adjustment ones which affect hires for port facilities. A reasonable pricing model for hires does not mean a strategy that promotes price reduction. Instead, the scale for fair pricing should be achieved via each port's setting its own adjustment factors with regard to its own facility condition. Examining the Ports Corporation's evaluating adjustment factors for the facilities in each port, this article ventures to propose a relevant strategy and benefit assessment as a reference for the Ports Corporation as well as related operators concerning tenancy policy.
