Study on Evaluation and Planning of Set-net and Cage Fishery Rights at Tanshui and Wanli Coastal Areas in New Taipei City / 新北市淡水與萬里海域定置網與箱網漁業權漁業評估及規劃之研究

碩士 / 國立高雄海洋科技大學 / 漁業生產與管理研究所 / 103 / New Taipei City is located at the northern part of the Gulf in Taiwan, which is full of rich marine fishery resources. In recent years, due to deterioration of marine ecology resources, regional fishery gradually declines, affecting the fishermen’s livelihoods, leading to emigration. The study is to assist the New Taipei City Government to implement the plan of fishery rights, re-examine the direction of the transformation of coastal areas, increase the feasibility of the development of recreational fisheries, and promote the development of fisheries and the marine eco-tourism.
To limit the exclusion zone after a pre-selected range of investigations, the implementation of survey and a questionnaire to find out the intention of the fishermen, selected survey areas for the implementation and on-site marine environment survey, climate data collection, submarine measurement and fisheries positioning, complete fishing rights sea mapping from April, 2012 to December, 2013; SWOT and TOWS matrix analysis to explore coastal development of diversified marine the feasibility industry. The results are as follows:
(A) The survey in situ and collecting marine environmental data and found that the temperature, sea surface temperature, currents, fishing and other environments are within the acceptable range.
(B) The analysis of the survey around coastal areas of the blocks and other topography, depth from 10 meters to 30 meters and southeast to west seabed topography is gentle, reefs and sand in the first zone. Depth from 10 meters to 60 meters, which suddenly drops southwest to the northeast, for reef and sandy terrain staggered in the second zone. Depth from 6 meters to 22 meters of flat terrain northwest toward southeast is a reef and sandy terrain of the seabed in the third zone.
(C) Constructing a diversified development of the marine New Taipei City, development of set-net fishery and marine cage culture are available. Regarding questionnaires, best direction for "improving the quality of the fishing port and fish market environment", "combining New Taipei marine fishing features to diversify tourism and leisure " and "promoting fishing village communities, developing marine fishing culture" in order.
(D)Through SWOT and TOWS analysis, other coastal attractions and marine environment of the condition is good, it owns rich fishery ecological resources for set-net fishery and cage culture. If the government designated fishing rights areas, a common integrated marine resources and coastal eco-tourism and leisure facilities will help the development of diversified marine industry in New Taipei City.
After a comprehensive evaluation and analysis, regardless of marine conditions, it can effectively integrate marine characteristics and it is suitable for the development of a diversified marine industry, which is useful to construct splendid fishing village.
