Trade-off analysis of marine leisure activities management along Tainan Gold-Coast / 台南市黃金海岸水域遊憩活動管理之權衡分析

At present, Tainan City Government is developing marine tourism, and developing social and economic sustainability in Tainan area. "Gold Coast", located on the southwest coast of Taiwan, is belong to Tainan Anping sea area and have a long beach and excellent marine environment for marine leisure activities. However, how to coexistence and common prosperity with the 50 meters offshore oyster aquaculture become an important issue. This study explored the trade-off analysis of Tainan Gold Coast aquatic activities with stakeholders perspective, in order to make use of the various sea area coexistence and common prosperity. Firstly, background of the Tainan Gold Coast use are introduced. Followed by the analysis of Tainan water's surface use conflicts from the legal perspectives . Based on the premise of the sea use coexistence and common prosperity, this study made three recommendations of "Gold Coast" sea area development programs. The oyster aquaculture and marine leisure activities (with power and with non-power) along the "Gold Coast" were presented with different use proportions. The contingent valuation method was used to derive the value of three scenarios which are the social, economic and ecological levels and indicators. Finally, this study used Analytic Hierarchy Process (AHP) to analyze for fish farmers, water recreation enthusiasts, local residents and relevant officials in Tainan City, to get the accurate assessment indicators degree of importance and relative weights for the stakeholders, and discussing the proposal for development programs to provide references of planning activities.
Research findings combined the criteria proportion of each development program with the weight of all stakeholders, concluded proposed development program C that oyster farming and marine leisure activities using the ratio of the "Gold Coast" waters range as 3:7 is the optimum solution.
