碩士 / 國立中山大學 / 海洋事務研究所 / 103 / The market based management is thought to be one of the effective ways to solve overfishing. The MSC (Marine Stewardship Council) eco-label and certification, which is one kind of market based management, has been widely applied in global marine capture fishery. This research takes Tongkang Sergestid shrimp fishery in Taiwan as a case to investigate the challenges to obtain MSC eco-label and whether it is worth to apply for MSC eco-label in Taiwan. The implementation of MSC eco-label in Tongkang Sergestid shrimp fishery will confront three problems: (1) The problems of high by-catch ratio and lack of ecosystem research, so it appears that the fishery is unlikely to meet MSC standard at present stage. (2) The cost and responsibility will become a difficult issue. The government think driving eco-label should depend on the industries, but the benefits of MSC eco-label can’t attract the industries, and the consumers don’t thirst for eco-label either. The government should take the responsibility to make the consumers concern with label on products. (3) The fishery is currently being well managed which will also become an obstacle, because the fishery can be well managed even without the certification.
Acquiring MSC eco-label can improve sustainability of resources, management and prestige. Because the certification might make the fishery identify and improve management problems, and claim the management in here consistent with FAO standards. Besides, the fishery still has chance to get the benefis from market. The government will become a crucial role in process of pursing MSC eco-label. The benefits contributed from MSC eco-label are key factors that make the government implement MSC eco-label.
