碩士 / 國立臺灣海洋大學 / 河海工程學系 / 103 / Global climate change may lead to sea level rising, extreme rain fall and storm surge. These hazards cause heavy lost on populous area and high level land use intensity area in western Taiwan, especially for storm surge and overflow in Coastal Management Act. Therefore, this study will examine the hazard of overflow caused by climate change. And also, overflow hazard will influence the vulnerability in the coastal area. With the use of risk assessment method, we can evaluate the coastal overflow risk level caused by climate change. In this study, the harazd factors of sea level rising, land subsidence, storm surge and easily flooded were discussed. The vulnerability factors of households, aggregate income, and land use zoning category were adopted. Meanwhile, the use of Pareto Ranking analysis (PR) could neglect the factor’s weight and establish the comprehensive index rating evaluation. The risk matrix can be applied by combining the coastal hazards and the vulnerability index. Finally, the risk maps of coastal area are shown with the application of Geographic Information Systems (GIS). In order to agree with the Coastal Management Act, the case study of Yunlin coastal area was taken under the most severe. From the risk analysis results, it can provide the reference of land use adaptation strategy of coastal area under climate change.
