The Study of Optimization of Offshore Wind Farm Space in Western Taiwan area / 台灣西部離岸風場空間最適化之研究

碩士 / 國立臺灣海洋大學 / 河海工程學系 / 103 / According to wind energy assessment on 4C offshore website of England, the offshore area of western Taiwan has excellent wind resources. In order to prompt the development of Taiwan’s offshore wind farm, this study will be considered the Taiwan’s offshore environmental properties, and the assessment process of space optimization can establish to obtain the optimization development of offshore wind area. This study will be optimize offshore wind farm in marine space of western Taiwan, and establish the process of optimization of offshore wind farm space.
This study, the optimization assessment of offshore wind farm space is included two parts. First, the optimization factors and classification of offshore wind farm was assessed. Considering the offshore environmental properties of Taiwan, the optimization factors are included as offshore wind velocity, offshore depth, offshore sedimentary, offshore distance, port distance etc. Based on multi-criteria decision analysis, the optimum criterion of each factor is established. And combined with the related of cost of integrated offshore wind farm by EWEA, the weight sum model of each factor is discussed. The score of optimization assessment of offshore wind farm space is obtained.
Second, the optimization assessment of marine space zoning is established to rank to competing relationship between 11 kinds of marine zoning (Chien, 2007). At the same time, according to the study of the study of review mechanism of permit utilization of marine zoning by Minister of Interior, the priority and rank were evaluated by environmental impact and exclusive of the behavior of ocean use. Finally, combined with above two parts by equal weight, the ranks of optimization zoning were established. And development opportunities map of offshore wind farm space could be obtained. It can be provided the reference for the future plan of offshore wind farm areas. And it is very useful to strengthen reasonable development and sustainable utilization of marine space in Taiwan.
