碩士 / 國立臺灣海洋大學 / 海洋法律研究所 / 103 / The purpose of this thesis is to explore the development of free economic pilot zones, clarify its purpose, and understand potential pitfalls in policy-making process. The impact of Regional economic and trade organizations on the productivity of free economic pilot zones and possible measure to respond will be examined.
The thesis consists of five major sections.
1. State the decision making and developmental process for the Taiwan government to set the free economic pilot zones.
2. Discuss the arguments of legislation and related issues of the free economic pilot zones.
3. Analyze the features of foreign free economic pilot zone, and the impact of regional economic and trade organization on Taiwan’s free economic pilot zones with cases.
4. Conclude the above analyses and propose the key success factors of setting free economic pilot zones. The major body of the special laws of free economic pilot zone, problems of legislation arguments, and blank authorization will also be explored.
5. Finally, as the focus of analysis in the appendix for the draft special bills of free economic pilot zones and its legal issues and the development focus of the law to conclude treaties.
