碩士 / 國立臺灣海洋大學 / 海洋法律研究所 / 103 / In recent years, the increasing difficulty of recruiting seafarers for merchant ships has seriously affected the operation of domestic marine companies as well as their navigation safety. As maritime jobs are instable and the working environment is not appealing to job seekers, an imbalance between demand and supply of maritime labor has emerged. In order to solve the shortage of maritime labor, employers should pay attention to the labor rights and benefits while building a good working environment and labor conditions. Domestic research of shortage of seafarers focuses mainly on the job characteristics of seafarers and seldom discusses issues from a legal perspective. Taking only a small portion of the labor population, seafarers’ rights are easily neglected. This study focused on domestic merchant seafarers. In addition to their labor conditions and related regulations, this study also examined the current seafarer management systems.
